亚洲留学奖学金(中国教育部项目)申请办法

“亚洲留学奖学金”系中国教育部设立的全额奖学金项目,旨在鼓励亚洲学生、学者在本地区国家间流动,增进亚洲各国之间的相互了解,拓展教育交流与合作空间,提高亚洲整体教育质量。中国教育部委托国家留学基金管理委员会(以下简称“留学基金委”)负责此项目的招生工作及日常事务的管理工作。

2009年共向亚洲国家提供20个全额奖学金名额。

一、招生类别、奖学金期限及授课语言

1、普通进修生和高级进修生:奖学金期限一般为1学年;

2、奖学金获得者来华留学可安排英语授课课程,亦可安排汉语授课课程。申请汉语授课者如来华前汉语水平未达到入专业学习的要求,须先汉语补习一年,考试合格后方可入专业学习。凡需参加汉语补习者的奖学金期限增加1年。

二、申请途径和申请时间

申请人可向中国驻所在国大使馆提出申请。申请时间一般为1月初至4月初。

三、申请人资格

1、申请人须为非中国籍公民,身体健康;

2、申请人的学历和年龄要求:   

l     作为普通进修生来华学习者,须具有大学二年级以上学历,年龄不超过45周岁;

l     作为高级进修生来华进修者,须具有硕士学位以上的学历或副教授以上职称,年龄不超过50周岁。

四、全额奖学金内容和标准

免交注册费、学费、实验费、实习费、基本教材费和校内住宿费;

提供奖学金生活费;

提供一次性安置补助费;

提供门诊医疗服务和中国政府奖学金来华留学生综合医疗保险;

提供一次性城市间交通费。

 

注:

1、奖学金生要求进行超出学校教学计划的实验或实习,所超出费用由本人自理。

2、基本教材费:学校指定的免费提供给奖学金生学习课程所必需的教材;其他书籍资料自理。

3、奖学金生活费由学生所在学校按月发给学生本人,标准为:

l     普通进修生:1,700元人民币/

l     高级进修生:2,000元人民币/

奖学金生活费自奖学金生入学之日起逐月定期发放。新生当月十五日(含十五日)之前注册的,发给全月奖学金生活费;十五日以后注册的,发给半个月奖学金生活费。毕业生的奖学金生活费发至学校确定的毕业之日以后的半个月。对休学、退学或结业回国者,奖学金生活费自下个月起停发。学校规定的假期内奖学金生活费照发;奖学金生假期内因离校休假而未能按时领取奖学金生活费,返校后可以补发。奖学金生未请假而不按时到校注册、非健康原因离校或者旷课,时间超过一个月者,停发当月的奖学金生活费。

奖学金生因患严重疾病需休学者,应回国休养,回国旅费自理;经学校批准休学者,享受奖学金资格最长可保留一年,但休学期间停发奖学金生活费。奖学金生因其他原因休学者,其享受奖学金的资格不予保留。

4、新生来华后发给一次性安置费:标准为:

l     来华学习期限不满1学年者:1,000元人民币

l     来华学习期限为1学年及1学年以上者:1,500元人民币

5、门诊医疗费:学生在学校医院或学校指定的医院就医的日常门诊费用。学生就诊后需按学校有关规定自行支付一定比例的费用。

6、中国政府奖学金来华留学生综合保险:由中国教育部为在华奖学金生所投付的综合医疗保险。主要用于学生因大病住院或发生人身意外伤害所支付的费用。由奖学金生所在学校或受理垫付的救援机构持有关费用收据并按照事先规定的保险条款向保险公司理赔 。保险公司不受理个人理赔事宜。

7、一次性城市间交通费:新生入学时由入境口岸至学校所在城市或汉语补习(预科教育)学校所在城市、在校生从汉语补习(预科教育)学校所在城市至专业院校所在城市、以及毕业生从学校所在城市至出境口岸的一次性火车硬座(卧)车票。途中伙食费用及行李超重费用自理。

8、国际旅费:自理。

五、申请材料提供

申请人必须如实填写和提交以下申请材料(均为一式两份)

1、《中国政府奖学金申请表》(由留学基金委统一印制),用中文或英文填写;此表可从留学基金委网站上下载打印使用;

2、经过公证的最高学历证明。如申请人为在校学生或已就业,需另外提交本人所在学校出具的在学证明或就业单位出具的在职证明。中英文以外文本需附中文或英文的译文;

3、经过公证的学习成绩单,中英文以外文本需附中文或英文的译文;

4、申请作为高级进修生来华学习者,须提交两名教授或副教授的推荐信,用中文或英文书写;

5、申请学习音乐专业的学生须提交本人作品的光盘;申请学习美术专业的学生,须提供本人作品光盘(2张素描画,2张色彩画,2张其他作品);

6、来华进修计划(不少于400字),用中文或英文书写;

7、《外国人体格检查记录》(由中国卫生检疫部门统一印制,仅限于来华学习时间超过6个月者)复印件,用英文填写。申请人须严格按照《外国人体格检查记录》中要求的项目进行检查。缺项、未贴有本人照片或照片上未盖骑缝章、无医师和医院签字盖章的《外国人体格检查记录》无效。鉴于检查结果有效期为6个月,请申请人据此确定本人进行体检的时间。

上述申请材料由中国驻申请人所在国大使馆或申请者本人于2009430日前寄送留学基金委。无论录取与否,申请材料均不退还。

六、学习院校及专业的选择

申请人可在中国教育部指定的中国普通高等学校范围内,选择1个志愿专业和3所志愿学校。请申请人务必严格按照《接受中国政府奖学金来华留学生高等学校名录》和《接受中国政府奖学金来华留学生高等学校名录及专业目录介绍》中列出的学校和专业目录慎重填写学校和专业名称。(请查阅本书第111页至第125页或登录http:// www.csc.edu.cn/Lianhua/查询

七、录取及通知

1、留学基金委对奖学金申请人的申请材料进行审核,并有权对申请人所选择的学校、专业和年限进行适当的调整。经留学基金委审核合格的申请材料将转送有关学校,由学校决定是否录取。申请人条件或申请材料不符合规定和要求的,视为申请无效,不予受理。

2、留学基金委鼓励申请人提前自行联系学校和导师(学校的选择限定在中国教育部规定的139所大学中),如申请人已获得学校或导师邀请信,请在申请材料中附上,留学基金委将通知学校直接录取。

3、被中国普通高等学校录取的申请人,经留学基金委批准后即可获得中国政府奖学金。奖学金获得者名单报中国教育部备案。

4、奖学金获得者来华后原则上不得变更已经其本人签字同意的,《录取通知书》上明确的录取院校、学习专业及学习期限。  

5、留学基金委将在731前将《录取名单》、《录取通知书》和《外国留学人员来华签证申请表》(JW201表)寄送承办招生事务的相关部门,由其将上述文件转交学生本人。

APPLICATION PROCEDURES FOR
Study In Asia Scholarship
(The ministry of education of CHINA scheme
)

It is a special full scholarship scheme established by the Ministry of Education of China (hereinafter referred to as MOE) aiming to stimulate the mobility of Asian students and scholars in Asian area, strengthen mutual understanding among the people in Asian countries, develop education cooperation and exchange, and promote Asian education quality. MOE entrusts China Scholarship Council (hereinafter referred to as CSC) to handle the enrollment of international students and carry out the routine management of this scholarship program.

20 full scholarships are available for the academic year 2009/2010.

Categories of Applicants and Duration of Scholarship

1.      This scheme sponsors general scholars and senior scholars with the duration of one academic year.

2.      The courses will be taught either in English or in Chinese. Candidates who apply for courses instructed in Chinese are required to take one-year remedial Chinese language course prior to the study of academic programs if their Chinese language level is not qualified. If students take one-year Chinese language course, the duration of the scholarship will be extended for one year.

Application

Applicants shall apply to the Chinese Embassies in their home countries between January and April every year.

Eligibility

1.      Applicants must be non-Chinese citizens in good health.

2.      The educational background and age limit:

Applicants for general scholars must have completed at least two years of undergraduate studies and be under the age of 45.

Applicants for senior scholars must have master degree or above or hold academic title of associate professor or higher and be under the age of 50.

Details of the full Scholarship

-      Exempt from registration fee, tuition fee, fee for laboratory experiment, fee for internship, fee for basic learning materials and accommodation on campus;

-      Living allowance;

-      One-off settlement subsidy after registration;

-      Fee for outpatient medical service, Comprehensive Medical Insurance and Benefit Plan for International Students in China;

-      One-off inter-city travel subsidy.

Note: 1)     Costs of the laboratory experiment or internship that beyond the university’s arrangements should be born by the student himself.

   

 2)     Fee for basic learning materials covers the necessary learning materials prescribed by the host institution, and other materials shall be at self-expense.

    

3)     Monthly allowance is paid to the students by the host institution at the following rates (CNY Yuan per month):

-      General scholars: CNY 1,700 Yuan

-      Senior scholars: CNY 2,000 Yuan

Scholarship students shall get their monthly allowance from the date of registration. New students who register before 15th (15th included) of the registration month will get the full amount of that month, and those who register after 15th will get half amount. Students upon graduation will be given a living allowance for another 15 days after the graduation time set by the university. The allowance will be terminated from the next month after students suspend their studies, drop school or complete schooling from the university. Monthly living allowance covers school holidays. Scholarship students who do not get the monthly living allowance during holidays can get that upon return on campus. The allowance will be suspended for one month if students do not register on time without permission from the university in advance, leave for non-health reasons or are absent from the university over a month.

Students who have to suspend their studies because of serious diseases should go back to the home country and pay for the international trip by themselves. With the university’s approval, the scholarship status can be reserved for at most one year, and their living allowances will be suspended at the same time. The scholarship will be terminated for those who suspend their studies for other reasons.

 

4)    New students will get one-off settlement subsidy upon arrival in China.

-      CNY 1,000 Yuan for new students who will study in China up to six months

-      CNY 1,500 Yuan for new students who will study in China for one academic year or more

 

5)   Fee for outpatient medical service refers to the outpatient expense in the institution’s hospital or the hospitals appointed by the institution. The students should pay for a certain percentage of expense in accordance with the institution’s relevant regulations.

 

6)   Comprehensive Medical Insurance and Benefit Plan for International Students in China is provided by MOE for the scholarship students in China in case of hospitalizing for serious diseases and accidental injuries. The institutions or the appointed medical assistance agency provide advancement service for insurance expenses, and claim for compensation with relevant payment receipts from the insurance company according to the stipulated insurance articles. The claim of individual student will not be accepted by the insurance company.

 

7)   One-off inter-city travel ticket (each for coming-in and leaving China)

Scholarship students are supposed to choose the nearest port to their admitting institutions for inter-city travel and a hard-seat train ticket (hard-berth train ticket for overnight trip) will be provided for new scholarship students transferring from the port of entry upon registration to the city where the admitting institution or Chinese language training institution, preparatory education institution is located, students transferring from the Chinese language training institution or the preparatory education institution to the city where the university for major study is located, and students transferring from the city where the institution is located to the nearest port for departure upon graduation. Expenses for food during the trip and excess of baggage should be self-afforded.   

 

8)    International travel expenses: self-afforded.

Application Materials

The applicants must fill in and provide the following materials truly and correctly (in duplicate).

1.       Application Form for Chinese Government Scholarship (printed by CSC), filled in Chinese or in English. It can be downloaded from CSC website (www.csc.edu.cn).

2.       Highest diploma (notarized photocopy). If applicants are university students or already employed, they shall also provide studying certificates or employment documents. Documents in languages other than Chinese or English must be attached with notarized translations in Chinese or English.

3.       Transcripts (notarized photocopy); transcripts in languages other than Chinese or English must be attached with notarized translations in Chinese or English.

4.      Applicants for senior scholars must submit two letters of recommendation in Chinese or English by professors or associate professors.

5.      Applicants for music programs are requested to submit one CD recording of the applicants’ own work. Applicants for fine arts programs must submit one CD recording of the applicants’ own work (including two sketches, two color paintings and two other works).

6.      A study or research plan written in Chinese or English (no less than 400 words).

7.      Photocopy of Foreigner Physical Examination Form (printed by Chinese quarantine authority and only for those whose period of studies in China lasts up to six months) filled in English. The medical examinations must cover all the items listed in the Foreigner Physical Examination Form. Incomplete records or those without the signature of the attending physician, the official stamp of the hospital or a sealed photograph of the applicants are invalid. The medical examination results are valid for 6 months. All applicants are kindly requested to take this factor into consideration while determining the time to take the medical examination.

The above materials should reach CSC by April 30th 2008 via the Chinese Embassy in the applicant’s home country or by applicants themselves. Application materials will not be returned regardless of the result of application. 

Selection of Institutions and Specialty

Applicants may choose three institutions and one academic program as personal preferences from the Chinese institutions of higher education designated by MOE. Please check the Directory of Chinese Higher Institutions Admitting International Students under Chinese Government Scholarship Program & Academic Programs or the website of CSC (http://www.csc.edu.cn/Lianhua) for details. Applicants are required to fill in their preferences of institutions and specialties strictly according to those listed in the Directory.

 

 

Approval and Notification

1.       CSC will review all the application materials from the appointed authorities and CSC is authorized to make necessary adjustments on the applied institutions, specialties and duration of study. The qualified applications will be forwarded to institutions and the final decision whether to admit the applicants or not will be made by them. The applications will be regarded as invalid and will not be processed if they fail to meet the enrollment requirements or the application materials are incomplete.

2.       Applicants are encouraged to contact the institutions (139 institutions specified by MOE listed in the Directory) and tutors prior to application and enclose the relevant admission or recommendation letter in the application materials.

3.      Scholarship applicants accepted by Chinese institutions of higher education will be officially awarded the Chinese Government Scholarship with the approval from CSC and submitted to MOE for the record.

4.       Students are not permitted, in principle, to change their specialties, institutions or the duration of study specified in the Admission Notice after registration.

5.       CSC will send the List of Accepted Students, Admission Notice and Visa Application Form for Study In China (JW201) to the relevant dispatching authorities by July 31, who will forward the documents to the students.
